A Mods folder needs to be created inside of your Sims 3 folder \Documents\Electronic Arts\The Sims 3 After this you'll need to create a Packages folder inside it. Instead choose the save file option and save them in the folder called "Downloads" that is inside your Electronic Arts/The Sims 3 folder located within your Documents folder.
